Remembering the “Trouble-Makingest Lawyer in West Texas”

Jeff Blackburn devoted his career to defending the accused, exposing wrongful convictions, and challenging injustice within the Texas criminal justice system. For decades, he earned respect as one of the state’s most influential criminal defense attorneys, known not only for representing his clients in court but for pursuing reforms that would benefit generations to come.

One of the defining moments of Jeff’s career came after the 1999 Tulia drug bust, when dozens of people—most of them Black residents—were wrongfully arrested and prosecuted based on false allegations. Believing the prosecutions represented a profound miscarriage of justice, Jeff took on the representation of 38 defendants pro bono, dedicating years to their defense. His work ultimately contributed to the largest mass pardon in United States history and helped drive major reforms to Texas’ drug task force system and policing practices.

In 2006, Jeff founded the Innocence Project of Texas at Texas Tech University. As the organization’s chief counsel, he helped secure the exoneration of dozens of wrongfully convicted individuals while advocating for reforms designed to prevent future injustices.

Jeff also played a leading role in securing the posthumous exoneration of Tim Cole, a Texas Tech student who had been wrongfully convicted and died in prison before his innocence was proven. That landmark case established an important legal precedent and inspired significant changes to Texas law surrounding wrongful convictions.

Throughout his career, Jeff believed the law should be a tool for achieving justice rather than an obstacle to it. Whether defending an individual client or working to reform the system itself, he remained committed to ensuring fairness, accountability, and equal treatment under the law.

Outside the courtroom, Jeff embraced life with the same passion that defined his legal career. He loved spending time with his family, traveling, exploring the mountains and deserts of northern New Mexico, and immersing himself in history, philosophy, literature, music, and art. He was a devoted father and grandfather, a generous mentor, and a loyal friend whose influence extended far beyond the legal profession.

Jeff Blackburn’s legacy lives on through the lives he changed, the injustices he helped correct, and the enduring impact of his work on criminal justice in Texas.
